Background
The Charred Council was a neutral spiritual body that worked to regulate the actions of Heaven and Hell. It was this council that summoned the Horseman of the Apocalypse War after a premature start of the end of the world. It was the actions of this council that stripped War of his abilities and binding him to the Watcher after which he was sent back to Earth to rectify the problem as well as find out what happened to his fellow Horsemen.
