Cyclonus was a Decepticon warrior serving under Scorponok, who became a Targetmaster. After the battle on Nebulos, he was never seen again.

Marvel Comics probably realized the error they made by including him in the Headmasters comic mini-series (he was obviously meant to be the character from the toy line and film), which is why this Cyclonus never again appeared.
The Marvel U.K. canon had a different solution.
