FOWL - an acronym for Fiendish Organization for World Larceny (formerly the Foreign Organization for World Larceny) - is an evil organization headed by the evil Dr. Nogood. It is armed with advanced technology and skilled operatives, devoted to ruling the world. Its members include Steelbeak, Ammonia Pine, Ample Grime, Major Synapse, and others. FOWL is primarily opposed by SHUSH and Darkwing Duck.

Due to the fact that FOWL never appeared again following Taurus Bulba's destruction of their headquarters, it is possible that they never fully recovered from the crippling blow dealt to them by Bulba.
