Two unnamed Mayors of Gotham City appeared in the Batman films.

Batman Returns

The Mayor of Gotham City during Batman's conflict with Catwoman and the Penguin. The Mayor's infant son was kidnapped by a member of the Red Triangle Gang, and he faced fierce competition in his re-election campaign from Oswald Cobblepot (the Penguin's true identity).

Batman Forever

The Mayor of Gotham City during Batman's conflict with Two-Face and the Riddler. He was seen attending the circus with Bruce Wayne, Dr. Chase Meridian and Commissioner Gordon, during which they were all taken hostage by Two-Face.

Comments

Although not identified by name (and played by a different actor), the first unnamed Mayor may be Mayor Borg from the first Batman film.
