William Borg

William Borg was the Mayor of Gotham City during the first appearance of Batman, fiercely dedicated to his city and determined to destroy the crime syndicate led by Carl Grissom, and later the Joker. To this end, he appointed Dent, Harvey Gotham's new District Attorney.
